What is the SEND Local Offer?
Information, support and signposting for children and young people with special educational needs and disabilities (SEND) from birth to 25 years, their parents and carers, practitioners and professionals.
The Children and Families Act 2014 changed the way that children and young people with special educational needs and disability (SEND) were supported by requiring all local authorities to provide a ‘local offer’ for families with a child or young person with SEND. The legislation also introduced Education, Health and Care Plans (EHCPs) for children and young people with more complex needs.
The local offer is a directory of information that helps families to find and access support by:
- giving you information about education, health and care services, as well as leisure activities and support groups
- holding all the information in one place
- being clear, comprehensive and easy to access
- being developed and reviewed with people who provide services and by families who use them
The local offer is for:
- children and young people with SEND from birth to 25 years
- parents and carers
- practitioners and professionals

Local Offer Annual Reports
Local Offer Working Group
The Local Offer provides information, support and signposting for children and young people with special educational needs and disabilities (SEND) and their families. Every local authority is responsible for publishing a Local Offer and making sure it is available for everyone to access.
Role of the Local Offer Working Group
The Local Offer Working Group oversees the development, review and continuous improvement of the SEND Local Offer. Working collaboratively with young people, parents and carers, professionals and service providers, the group ensures that the Local Offer is co-produced, accessible, accurate, up to date and transparent.
The group supports the delivery of SEND Strategy priorities by regularly reviewing Local Offer content and identifying opportunities for improvement. The views and experiences of children and young people are represented through the SEND Youth Council, helping to ensure that the Local Offer reflects lived experience and responds to local needs.
